The Internal Revenue Service will not notify taxpayers whose files were reviewed by unauthorized IRS employees because it would not be "practical or appropriate," the tax commissioner said Wednesday.

"I'm not sure there would be a serious value to that, in terms of taxadministration or in connection with what I see as protecting the taxpayers' rights," Commissioner Margaret M. Richardson told the Senate Government Affairs Committee.
