PROTECTION FROM SPEEDERS.(Main)

New York is making some fast progress in its effort to slow down Canadian drivers on the state's highways. Two laws have been passed by the Legislature that will soon make it easier for the state to penalize violators who have heretofore avoided penalties by taking refuge in their native Canada.

The first law permits the state to negotiate a reciprocal agreement with the province of Quebec for prosecuting violators of local traffic laws. That pact should be forthcoming soon.

The second law allows the State Police to collect bail money from Canadian traffic law violators at the time of arrest. The law will permit the police to accept credit cards and process …
